MDM Trouble Report for 2006 Mar 7

Problem(s) Encountered:
8k didn't power on correctly.  Error messages like:
      > pon
      no response from 1st utility board (lub0 PON)
      `cmd lub0 PON' failed
      voltage rdmem failed for 1st
      High voltages not enabled at utility board for 1st.
      High voltages enabled at utility board for 2nd.
and then SLAVE would be on but MASTER would not be.  Restarting
the DetCom didn't fix the problem, but manually powering off the
detectors and then turning them back on did...
