MDM Trouble Report for 2014 Sep 19

Problem(s) Encountered:
The clock time on mdmarc2 is ahead of true time by 12 minutes
and 41 seconds.  The TIME-OBS in the headers of the OWL
data files is determined by mdmarc2, and is wrong by that amount.
It's surprising that all of the computers except mdmarc2 are 
synchronized to network time.   Can I fix this?
