MDM Trouble Report for 2019 Jun 21

Problem(s) Encountered:
Had issues with the instrument rotator again. 
When I used the handpaddle to rotate and stopped and 
started in short bursts (as I was approaching
the target rotator angle), the value on the TCS would stop
updating. After two such occasions, I rotated back to zero
and the angle was way off (~10 in one case and ~30 in the
other). Noticed this type of behavior at the end of my
last run as well, but thought maybe it was a one-off. Seems
to be more than that at this point.
