MDM Trouble Report for 2021 Jul 04

Problem(s) Encountered:
While taking bias frames, owl was not getting telescope coordinates
and sidereal time for the headers.  DEBUG and ERROR messages appeared 
in the owl log.  This by itself was not so important for me, but it
caused a pause for 5 seconds at the beginning of the exposure while
waiting for the telescope information to not appear.  I did not want
to tolerate this pause because I was intending to do long time-series
with exposure times as short as 20 seconds, and the normal read/write/prep
time in the small subarray that I am using is only 3 seconds. 
The fix was to stop and start the telescope program.
